Requesting the joint committee on
government and finance to
conduct a study of the
factors which place
businesses and industries in
West Virginia border counties
at disadvantages competing
with similar businesses
across state lines, and
report their findings and
recommendations.
Whereas, West Virginia
businesses and industries have been
relocating across state lines, apparently to gain an advantage
that they otherwise could not gain
if remaining in this state; and
Whereas, The relocation of
businesses across state lines may
result in the loss of tax revenues,
services and job opportunities for
this state; and
Whereas, Such losses threaten
the economic and social stability
of the communities affected; and
Whereas, Local and state
governments should provide a level
playing field for businesses and
industries in bordering counties so
these counties are not at a
competitive disadvantage with
similar businesses, in close
proximity across state lines;
therefore, be it
Resolved by the Legislature of
West Virginia:
That the joint committee on
government and finance is requested
to conduct a study of the factors
which place businesses and
industries in West Virginia border
counties at a competitive
disadvantage with similar
businesses or industries in close
proximity in border states, and
report their findings and
recommendations to the regular
session of the Legislature, 2000,
together with drafts of any
legislation necessary to effectuate
its recommendations; and, be it
Further Resolved, That the
expenses necessary to conduct this
study, to prepare a report and to
draft necessary legislation be paid from legislative appropriations to
the joint committee on government
and finance.
